The 2013 PowerGEM Software Users Group Meeting took place on October 7-9, 2013 at the Hilton Garden Inn Austin Downtown, Austin, Texas. In total, over 60 representatives from 21 companies attended this UGM.

Scott Gass published a conception paper "PJM Transmission Cost Allocation--Solution-Based DFAX",addressing FERC recently accepted solution-based distribution factor (DFAX) method in an order issued Jan. 31 in Docket No. ER13-90-000.
Scott Gass is a Principal Consultant with PowerGEM leading consulting studies in the areas of generation interconnection studies, merchant transmission analysis and cost allocation.
That represents the equivalent of PJM's operating budget for more than two years
